Samenvatting

Feed safety is one of the most important prerequisites for ensuring a safe production of animal derived food products. Feed safety is also a subject par excellence to work together in the production chain on a precompetitive basis, as it takes many partners to accomplish results and feed safety issues potentially have a serious impact on the industry as a whole.

Dutch Agri-Food companies that are active on the Chinese market are looking for a framework to ensure feed safety under local circumstances. The companies involved are producing in China for the Chinese market, often in collaboration with Chinese partners.

Feed production is to a large extend local, as is the supply of other ingredients and goods to farmers and processors. One of the main decisive factors in the safety of the production chain is the safety of the feed ingredients. The feed supply chain includes a very large number of relatively small local farms that deliver ingredients, mainly grains, to local feed producers.

Feed ingredients could be contaminated with safety hazards, including pathogens such as Salmonella spp., and chemical contaminants like dioxins, mycotoxins or heavy metals. There seems to be little local demand for certified control of feed safety. The most common and internationally recognized feed safety scheme GMP+ Feed safety Assurance (GMP+ FSA) with almost 15,000 participants in 79 countries, has a very limited coverage in the Chinese feed industry. Only about 63 Chinese feed producers – out of more than 7.000 producers – are certified, mainly for export reasons. The potential presence of safety hazards within the feed supply for dairy and meat production in China is thus not yet optimally controlled. This could lead to safety scandals in the feed and dairy and/or meat production chain, leading to a bad image, reduced market shares, and other economic losses.

This project aims to contribute to the improvement of safety control in the feed supply chain in China. In this way, the use of locally produced feed ingredients by feed mills, and the use of locally produced feed by Chinese farmers can be ensured.
