Samenvatting

As the World Bank (WB) is interested in engaging Dutch expertise and technological innovations in the implementation of their development projects, The Netherlands and the World Bank Group have, in May 2015, signed a “Food for All” partnership agreement (MoU) to increase knowledge, support job creation, and secure the long-term sustainability of agriculture in developing countries. The aim of this MoU is to match Dutch technical expertise and private sector innovation with programs and investments by the WB and to seek to balance commercial success with the interest and improved welfare of smallholder farmers.

In October 2015, World Bank Group’s (WBG) Program Manager of Agriculture (Washington) together with his local colleague of WBG India approached the Dutch Embassy in New Delhi to explore opportunities to make this MoU work for India. The Agricultural Program of WBG India is one of the Bank largest country programs on agriculture as it consists of a budget of 4 billion USD for the coming years. During the first assessment between WBG and the Embassy, dairy and fresh food chains have been identified as focus areas for further cooperation. Discussions took place in close cooperation with the Indian Authorities, as the main partner in the WB program.

This SMP proposal explores opportunities to link WB project support with Dutch public private involvement and is part of a broader framework for collaboration with World Bank and the Indian Government.
